From the Chief to the Firefighter, NFPA 1021 defines the qualifications for these officer positions in that service. It describes four levels — Fire Officer I (supervisory), Fire Officer II (tactical decisions), Fire Officer III (administration and management) and Fire Officer IV (executive leadership and policy development). Under this standard, officers shall receive training in ground command; personnel management; risk assessment; and emergency planning. NFPA 1021 creates effective leaders who create safer fighters and more operationally efficient organizations.
