Many organisations still bundle learning and development with compliance training, treating them as a single function. On the surface, it seems efficient. In practice, it dilutes both. Compliance is about meeting regulatory obligations and reducing risk. Learning and development is about capability building, performance uplift, and long-term growth. When these objectives are merged, neither gets the strategic attention it deserves.
