It is standard in Singapore for the Tenant to bear responsibility for the standard air-conditioning servicing. However, if you facing major issues with your air-conditioning which falls outside the standard servicing (like air conditioning replacement), then Landlord is responsible for any costs associated. Tenants are typically responsible to ensure that the rented house is in clean and good repair. Landlord will not be responsible for any faulty caused by tenant.
