Why do California have Parole Hearings for Young Offenders?

Youth offender hearings are parole eligibility hearings for prisoners whose underlying offense was committed under 26 years. The governing felony is the prisoner's longest sentence. Inmates whose controlling offense resulted in a Three Strikes Law or death sentence are not eligible.
