The need for a Transport Assessment (TA) depends on several factors, including the scale and nature of the development, site location, accessibility, and the level of trips likely to be generated. Local highway authorities assess each proposal on its potential impact on the surrounding transport network rather than using a single fixed threshold. Transport Assessments are commonly required for developments such as larger residential schemes (typically above 80–100 dwellings), traffic-generating commercial uses, supermarkets and retail parks, schools, healthcare and leisure facilities, mixed-use developments, as well as sites with restricted access arrangements or those located near sensitive or congested junctions.
