Universal basic education policies suggest that every child has the right not just to education in general but to early childhood instruction. This essentially means that governments are obliged to provide pre-school education to its children. And there is reason to believe this is a rational policy. The value of providing basic pre-school education is often ignored. For instance, there is widespread notion that pre-school age are not ideal age for formal learning. In other words, although kids learn quickly at this ages, formal school structures and methods may not be suitable for them. On the other hand, there are those who believe that this is precisely the purpose of early childhood education, to teach kids how to learn in a different environment. It also conditions them for the kind of environment they are likely to face when they eventually go to formal school. Of course, pedagogy matters and may actually spell the difference.
