Similar to the US, Mexico has different states and each has different legislation and Mexican surrogacy law. Accordingly, while Tabasco State banned Surrogacy for foreigners recently, other Mexican states have no surrogacy laws. As a result, a number of Mexico-only and hybrid programs continue to be offered, particularly in Mexico City and Cancun, Quinta Roo which both offer IVF facilities.
