You can set up Eero without the internet, but only for a short period of time. The reason why is that the Eero app is used to configure Eero and you will need to download it from the store during the setup process. Plus, other essential apps like Google Home and Alexa will also need to access the Internet sometimes. So in order to allow the Eero app to access the Internet, you will need to connect the Eero to your WiFi network.
