When a driver is faced with a red light they must come to a full stop before entering the intersection. If they fail to do so they could be charged. However if they have already entered the intersection prior to the light turning red then they cannot be charged. Entering the intersection is defined as blocking cross section traffic, either vehicles or pedestrians. This applies when traffic cameras are not involved.
