A recent proposal by the California Public Utilities Commission that claims will ease customer?s electric bill burden by changing the way customers of the state?s big three investor-owned utilities are billed, is a very bad idea. California electricity rates--when accounting for all included charges, taxes and levies--are not just the highest in the United States.
