Attachments may be ordered from three different pathways: seller, admin, and customer using Magento 2 Multi Vendor Order Attachments. It gives the vendor the option to determine whether or not their product requires attachment. You can also use our Magento 2 Product Attachments Extension, which allows admin to simply upload attachment files from the product grid and assign them to products via the manage product page.
