The theory of atomic blackmail, developed by American foreign policy and nuclear expert Bennett Ramberg at the height of the Cold War, holds that nuclear facilities such as power stations, spent nuclear fuel reprocessing plants, and nuclear waste depositories act as potentially war-winning targets.
